Patricia Ebener

As a survey methodologist for over 40 years, Ms. Ebener has focused on survey design and operations issues in several public policy research domains, including behavioral health and welfare policy and civil and criminal justice research.

Her experience includes surveying general and special populations using quantitative and qualitative interview protocols. She has directed mail, telephone and in-person surveys and designed and overseen every component part of systematic, quantitative data collection from civil and criminal justice records.

She has consulting experience with the corporate sector and with federal and state government as well as local, state and federal courts.

Prior to LAS, Ms. Ebener headed several data collection projects for RAND’s Institute for Civil Justice. Studies included alternative dispute resolution; court efforts to reduce civil case delay; court procedures to manage asbestos litigation, wrongful termination and a national survey of compensation outcomes for accidental injury. She worked with Dr.  Peterson on the design of the first quantitative database on the characteristics of civil jury verdicts and trained and managed operations for the development of the database, later focusing on the management of an ongoing series on asbestos jury verdicts.

Ms. Ebener has served as a consultant to courts, special masters, defense and plaintiff law firms, district attorneys and insurance companies for whom she has designed and implemented data collection operations to support litigation and claims administration. Her experience in litigation support with Legal Analysis Systems (LAS) began with the A.H. Robbins and Dow Corp. bankruptcy cases for which she consulted on instrument design and procedures for collecting individual claimant level data for thousands of product liability cases proceeding against these corporations.

Yoga and walking her dog are daily pleasures.  She also enjoys exploring treasures of the US Southwest and coastal California and has been lucky enough to have experienced many cultures, cuisines, and natural wonders around the world.
